  4. They call it "harm mitigation". They have given up trying to get people to not use drugs. This is cheaper than housing them in prisons as well.

  7.  @DeltaH-9  The Canadian tax payer pays 126,000 per year per inmate. This does not include the cost of building a prison. No way on gods green earth it costs that per user of these, mostly automated, facilities. It's not even about money it's about saving lives. Anyone with half a brain knows that we will never be able to stop people from using drugs. Now it's about harm mitigation, Keeping people alive so they can one day perhaps get their lives back together. The USA already spent hundreds of billions on the "war on the drugs" back in the 80's and 90's. Today there is more people than ever using drugs in the USA. Talk about wasting money.
