They got spooked being shot at and went into self protect mode. They're not cut out to be cops. Most proper police forces have all kinds of mental evaluations to try and weed out people who won't be able to perform under pressure. Fly over country USA does not have proper police forces. They have 'good old boy" police.

It's easy to say in training to run in and engage the shooter but the reality of that when someone is waiting in ambush with an assault rifle is that several police are going to die running in there before they get a shot at the guy. These cops wanted to go home at the end of their shift safe and sound. I hear cops say that all the time these days. I guess it's true.
