The author of the 14th amendment citizenship clause, Jacob Howard, described the intent and limits of the clause while addressing and introducing it to the 39th Congress for ratification in 1866. In that speech he stated “This will not, of course, include persons born in the United States who are foreigners, aliens, who belong to the families of ambassadors or foreign ministers accredited to the government of the United States...” Babies born to illegal aliens are NOT automatically United States Citizens!
