If that's true, then it's probably because Israel has offered Palestinians a peaceful 2 state solution, 7 times over the last few decades, and each time Palestinians and hamas rejected the offer. One time didn't even bother to turn up to talks with Israel. Israel probably thinks it's a waste of time trying to negotiate with terrorists. And I don't blame Israel,one bit!
