He also said Black and Asian people suffer the most from pollution so he sees ULEZ mainly as a form of "racial justice". Not an environmental matter, a racial reparation.

  3. Children don't pay Poll tax. Children are over 20% of people. You forget people outside London who have to drive in. My elderly aunt is in Surrey Quays. I need to visit once a month to take her for chemotherapy. I come up from Bristol and stay overnight. adds £25 to my journey cost and I already take a 40 mile detour to avoid the congestion zone.
