Point out how disturbing that is, that all a man has to do is say he's a woman and he has unlimited access to their spaces. Point out to them that humans cannot change sex, so any surgery he had doesn't change his maleness. Point out that they are dismissing your concerns instead of addressing them. Labelling something as "transphobic" isn't actually any argument.
