  1. No - If Europe increases military expenditures, the US can decrease these expenditures as Europe will pick up the slack. The US tax money saved could be used for universal health care, research, high speed rail, green nuclear power, irrigation projects, desalination, new subways, highway maintenance, and many other things.

  3.  @Mexzot  It's pretty basic economics actually. One can spend tax dollars on guns (defense) or one can spend tax dollars on other things. Guns (defense) are not investing into the people. It's like fireworks you are burning money. Money spent on a highway, for example, is used to facilitate the production of more wealth for people. It's an investment rather than a one time expenditure. It has been said that the downfall of the Soviet Union was at least in part due to excess military spending. Eisenhower warned us of this many years ago.
