If californian government collapses due to bad finances then liberals in that state may change their view points and their children may stop becoming liberal and be more inclined to side with conservatives.

It is not the wealthy elite moving to Florida that you need to worry about as their numbers will be so low that they will have no effect on the politics of Florida. The real worry is if middle class flee those states in large numbers such as 50,000 people who could swing a key county in a state. This has not yet materialized but could do so over the next 10 years with the tax plan. We will need to wait and see now a caveat to this is that economic growth that is starting to kick in could side track the exit of large numbers of liberals from their state.
