There is nothing wrong with being a democrat and being in the FBI or involved in investigations. The issue is that some of them may have acted inappropriately such as planning to take action against Trump on the basis of their political position.

Any police force within the jurisdiction of the crime, Secret service police Even the FBI can arrest other FBI agents and if this were to occur they may use a different office. Remember Congressional subpoenas are not court subpoenas but they can be escalated to contempt of congress and then passed to the Attorney general and then to the traditional legal methods. The whole system is weighted with checks and balances so as to not allow any one branch of the government to gain too much power. The FBI cannot really be held in contempt but individual members who make the decisions can if they refuse to follow proper command. At the worse case the Congress could just make the FBI vanish by the use of legislation it would be a complex process (things would need to be really bad for that to happen).

I forgot to name the office of the inspector general as well who has oversight of the likes of the FBI and can instigate investigations and also has officer agents that can act. There are many tools. I find all of this very interesting.

The problem Sessions has is that anything he does in regards to an investigation of any democrat will be seen by the left leaning media and late night talk hosts and even comedy specials as a political witch hunt. Sessions knows all of this already and I suspect that Trump knows this as well. I am guessing that Sessions has a plan in place and that Trump already knows this plan.
