  4. There are many strategies that can be used. Cutting funding to those cities in question would be enough to start an internal revolt. When the police do not have enough money to pay for their salaries there will be a different game being played. Most sanctuary cities are running a massive deficit and their survival relies upon federal funding. One month without funding and they will come crawling back.
