It has...A parliament, courts, laws, land area, trade agreements, immigration laws, banks, currenct, police, plans for an EU passport/vaccine record, talks of an army, internet laws, promotion of a nation ethos, national flag. The EU serves similar to the Federal govts of Australia or America, and even the Chinese CCP, in that it serves to govern over many regions (in this case, former soveriegn nations).
