Russia wanted to fully switch to select fire AVS-36 and later on semiauto SVT-38, but it's kind of hard when your factories are on trains running to Siberia and your population is rounded up to be locked in a barn and set on fire. I doubt Garand had a "german threat to survival" factor to consider when setting up the production.
