It's a tactical loss but a strategic/symbolic victory for Iran. They gave a one week heads up, telegraphed their attack, and Israel required the whole regions support to "block" the attack. Israel has to call a "victory" for PR purposes so the public doesn't demand a forceful response. The USA, the West, and the region all said they will not support Israel if it strikes back. "Take the loss and spin it as a victory. Take vengeance from the shadows" is what they told Israel

@svr1488-u1h A few hours ago, I would have agreed with you that Israel turned it around significantly back in their favor in ways no one ever expected them to. But now there was another attack, and I have no idea anymore.
