  1. I don't think the latter is true. Iirc, the UK claimed that the emergency approval of the vaccine was possible because the UK was no longer part of the EU, citing it as a boon of brexit, but back then when they approved it they were still legally part of the EU and used a EU law to do so.

  2. I think it's even worse than that. A group of EU countries were working on a deal that could've been finalized in the beginning of June, but the von der Leyen's EU commission took over/hijacked this negotiation and thereby delayed an agreement until the end of august, with a result that was similar to what was already on the table back in June.
