Putin personally has a history of disinformation and blunt lies. When the green men were in Crimea, he said that Russian uniforms without national insignia could be bought in any village shop and that the Kremlin had nothing to do with it. A month later he explained that of course Russian soldiers were behind the supposed self-defense forces. He didn't care about being seen as a liar.
