The distances to traverse the stars or galaxies or universe are way too vast, even at 1/4 light speed. Fermi's "paradox" isn't a paradox IMHO, it's just a practical aspect of the vastness of space and the limitations on high speed travel (forget all that warp BS you see on Star Trek or sci-fi shows). Any exo-civilisation would be lucky to have anti-matter drives and half light speed craft. (at the speed of light your mass is infinite, an impossible target, let alone even half light speed, maybe 1/4 is more feasable). Why would they even have the choice to go explore exo-planets over vast inter-stellar distances ? This plant or that planet, it seems irrelevant. I've been reading about this stuff since I was a kid. I am a space guy, unlike you Jordan. Decent guest, she didn't tell me anything I didn't already know, but she waved her hands around way too much (she became really annoying after a while), a non-video radio only version of this would have been much better.
