Constant war provides the government in power with a reason to need to maintain power–the government can justify its grip on power as the sole means by which it can protect its citizens. But, in fact, it perpetuates the war without ever trying to win it In other words, the government doesn't maintain power in order to protect its citizens from enemies. Rather, the government maintains enemies in order to justify holding onto power and repressing its citizens. And it them does everything in its power to make sure that the citizens have no means of understanding what it is doing to them.
