  1. He very much was sincere. He remembers the Soviet Union. I have no doubt that not only did they offer him death in prison, but engineered suffering to everyone meaningful to him, as well as simply demonstrating to him exactly how his company is going to be taken over no matter what, anyway.

I would bet, not good money, but freedom from incarceration, that the AI Moderation is done by an "independent" contractor granted unrestricted access to Telegram, and that contractor will also accept contracts for services to governments -- thereby avoiding the whole process of subpoena and due process, and that is why the Telegram terms of service are changed thusly!
