Yes builders already take a "input" to reclaim gst paid on materials.

@mstar7520 I think you and most Canadian's are unaware of the incideous and multiplication factor nature of taxing petroleum. The carbon tax isn't just applied at the pump like a gasoline tax as it is a tax or a fee placed on carbon-based fuels "and" industries that produce carbon emissions. The taxation doesn't just affect the fuel that goes into a truck to deliver carrots to a store it starts with the costs of manbufacturing the plastic bag the carrot seeds are in, then the fertilizer, then the machinery to plant, then the cost of mining minerals to build the machinery and truck, then the cost of the energy to make truck components, then the cost of the plastics and paint that goes into building the truck, and farm machinery, it affects the cost of workers to come to the farm, the cost of the tires and the road the truck drives on to deliver carrots to the stote, and the cost of the transportation of the worker to unload the truck and put the carrots on the shelf in the store. I have missed easily a hundred inputs in just this example of producing carrots but maybe you will get the idea!
