They do not have the power of a citizen so they cannot understand the identity of the state and the citizens.

Because she couldn't work her family in Romania sent her €700 (!) on month to survive in Germany, while taking care of her daughter. Perhaps the distinguished ladies will explain to her that her antisocial (American term) lifestyle is killing other young women and schoolchildren not willing to have the same antisocial lifestyle. In Europe Christian communities have a strong moral education and system : if you are stealing from your neighbors you can not live with them anymore. Seneca, Aristotle or Marcus Aurelius are not for mass study. The problems started when the workers moved to the city, lacking the moral education (unmoral), and escaping to the social control of the family, church and society. The legal information and education don't have the same influence. Still most of the children are taught to be emphatic, generous and caring. We still do not know how do we have so many psychopaths.
