  2. 1- Please do note that NONE of the land reform programs or laws includes adjustments to taxation based on land holding size. All the measures were complex, cumbersome, full of loopholes and created more corruption. There is a reason why governments USE TAXATION when the want sh1t done... it works And when they DON'T want it to work... they use anything but taxation. 2- 5:35 "outright land re-distribution" This is not as clear as it seems, given the land distribution schemes for railroads and settlers in the frontier. The real issue was that property rights were already established, and you can't pick and choose when and where you honor those.
