  1. I think a combination of the fact that torpedo Boats were cheap and that the Germans operated in the shallow and relative calm of the Baltic is why the Germans continued to build torpedo boats when other countries went solely with destroyers.

  2.  @scottgiles7546  Bringing back torpedo boats when internal combustion engines made it possible to build torpedo boats significantly faster than destroyers and with usefully long range does not alter the fact that Germany was a notable exception to the move away from steam powered torpedo boats.
