Those were good old cars. Hence the "were". Sometimes you have to know when to say when. Yes you can fix anything, but normally a restoration car of that sort, you normally have a little something better to start off with. That owner may have sentimental value in it and money is no problem. If that is the case, it would take like Ray said and pull it completely apart, get rid of all the rust, and put it back together piece by piece.
