  2. Ukraine is the Israeli backup plan. If they lose the demographic contest with the natives in Israel, they want Ukraine wrapped up with a bow-tie for them to move there. Only this time, they are making sure they decimate the male population utterly beforehand. They hope this means they won't have to deal with the natives whining about living and farming space as they reproduce at a slightly higher rate.
