In 19th century most policemen in the different german states had only a saber as weapon. In rural areas the Gendarmen/ Landjäger had sometimes muskets/ rifled muskets and bayonnet, or when mounted, a carbine or a pistol, because, similar to current italian Carabinieri or french Gendarmes, they had been officially soldiers, doing police work. Policemen of towns, or sometimes rich villages, usually had no firearms. And the lowest level of german policemen ( town/ village payed nightwatchmen, town cryers or field guards) had often only a baton or in case of nightwatchmen, a polearm (!). In late 1820s up to 1840s some of the small german states bought few muzzleloader side by side shotguns, given to policemen only for fighting smugglers, poachers or escorting transports of prisoners. What happened with this shotguns after 1871, i don' t know. If you are US citizen, you know Wild West novels or in more modern times, movies. German/ Austrian ( to loser degree Swiss) counterpart are Poacher and Forrest Official novels ( or movies from early 1950s to early 1970s). In this 19th century novels, for example by bavarian writer Ludwig Ganghofer, the heroic Forrest officials ( Förster) had been armed with rifles, shotguns had been the weapons of poachers, woodthieves or smugglers. Also boarder guards ( customs officers/ Zollbeamte in current german) had been armed with sabers and carbines, but not with shotguns ( the outdated singleshot rifles of german border guards/ customs officers had been in 1913 replaced by Pistole 08 /Luger). So in imperial Germany shotguns had not been service firearms of armed forces of german civilian administration. Also shotguns had been no part of weaponry of german armies. ( Yes, there had been four german armies : Prussian Army including the troops of grandduchies, duchies, principalities and free towns, Bavarian Army ,only in wartime under prussian command, Saxon army and Württembergian Army, the smallest, only one corps). In wwl shotguns : a) had not been used as german service weapons. b) had been seen by most germans as ,unhonourous' criminals weapon, a psychological thing you perhaps underestimate. There are photos of german soldiers of wwl with side by side shotguns, but showing them hunting and presenting shot game. May be for additional food (german soldiers of wwl had mostly a lack of food, the theater comedy ,Der Etappenhase/ The rearline hare' shows this). After wwl for Versailles treaty reason, remaining small ,Reichwehr' had few ammunition, but a lot of time. A german inventor named Becker showed his semiautomatic/ revolving shotgun in 1920s german army testing soldiers/ officers: Please do a test, when my shotgun is tested by officers, it is good for my reputation. German officers did a ,military' test and told Mr. Becker: Good weapon, but german army needs no shotguns. Even today, only very few shotguns are used by german police ,SWAT teams' and military special forces, and it is for german policemen or soldiers STRICTLY forbidden to fire a shotgun at persons.
