At least in the 1990s in Russia, the West was willing to help Russia recover from hyperinflation, the IMF made a plan to recover Latin American and former Eastern bloc economies, now there is no Western government to help Russia. I see the balkanization of Russia, and certain regions of Russia would like to say I am out of Russia, I see Chenchnya succeeding from Russia and is a republic to keep an eye on, I don't think this new collapse will be like the USSR, but more like the collapse of Yugoslavia but in Russia.
