  1. I drive pass a row of bins all the time and I always see a homeless guy with 2 pet dogs who never wore a shirt or a mask all through the pandemic and he is always looking in the bin’s. Never saw the police fine him once I don’t think the police even go near him and avoid him. Even my kids have noticed and even say so the trick to not getting fined for mask wearing is own nothing and the police won’t fine you
