@abrahamdozer6273 Putin was not the President when the Soviet Union ended, so he personally signed nothing.
The Donbas (Malorossya) always belonged to Russia: it was Vladimir Ilitch Ulianov ("Lenin") that in 1922 (if memory serves me well) integrated that region in the Soviet Socialist Republic of Ukraine.
In 1954, Nikita kruschev (one Ukrainian), against the Constitution of the USSR (he didn`t make the referendum mandatory by Law), donated Crimea ( who was russian even before the USA existed) to the SSR of Ukraine. Kruschev also did other thing that would have a long lasting effect until the days we are living in: he released from prison the Stepan Bandera followers Josep Stalin mantained there (with good reasons, as we today can clearly understand).
These are the deep roots of the conflict we are witnessing today.
The bloody coup d`etat against a democratly elected president (yes, Yanukovitch was corrupt, but compared to Poroshenko or to SSelensky, he was the cleanest of the saints) sponsered by the tandem USA/UE in 2014 brought to power the followers of the infamous Stepan Bandera. They immediately begun the process of the so called "Ukrainization" and "Desovietization" of all Ukraine, banning the russian language and dismantling all the monuments that reminded Russia and the Soviet Era. In their place, they lionezed Bandera, his followers and the ukrainian Third Reich collaborators.
Unsurprisingly, the Donbass, Crimea and Odessa population resisted to that move of the Kiev Junta and the civil war in Donbas and the retaking of Crimea by the Russian Federation (USA/EU/NATO where furious, because their wet dream of having a navy base on the Black Sea vanished in 24 hours) soon followed.
