It's very common in 3rd world countries where common people like in China or in Mexico, South America were ruled for centuries by stongmen, like various kings or emperors of those countries to play in essence a game of wackamole with literally anyone who resisted authority. After centuries of the resistors being effectively removed from the population today you are left with very calm and quite folks. Whose first thought is to lie low and just adjust to regime change which is frequent in those countries.
