  4. It is not possible to privatize post office. International postal service has agreement to deliver each others mail. A private company cannot enter into a treaty with a foreign government and it would unlikely agree to deliver other country's mail for free. This means the new entity will have to have offices in ALL foreign countries to deliver mail.
