  1. War is won when all pre-set goals are met, or vast majority of them. Debate is on what these goals are in some cases. Thus it is rather clear US won the first Iraqi war but lost the 2nd Iraqi war. US tied in Korea - initial goal was just to stop NK and restore border - only expanded goal of uniting Korea failed. US lost in Afghanistan - it failed in removing the Taliban. US clearly lost in Vietnam. US has won many small engagements, such as Panama.
