Much of this is about expectations. Many countries today have had two generations of below replacement rate births. Young couples in those countries mostly don’t even want more than one or two kids. In contrast, there are some countries where the birth rate has fallen off more recently. In the US, for example, the fertility rate was above replacement as recently as 2008, iirc. Young couples in the US remember having siblings and want that for their families as long as economic distress doesn’t hold them back. In countries like Russia, you need to improve the economy and change people’s expectations. In countries like the US, you only need to improve the economy; the expectations are already in place.
