Taking your argument at face value, which entity tasked with enforcing the law is going to enforce it against any Ivy League school? The most expensive lesson I've learned in my life is that laws are meaningless when those charged with enforcing the law refuse to do their job.

The so-called Ivy League was established at the beginning to serve as a bulwark against any actual redistribution of power. They will never eliminate legacy admissions as that is vital to the purpose. Edit: On the idea of making community college free; community colleges have already been reduced to vocational training that ensures the supply of compliant cogs to keep the elite money machines running. The bachelor's degree is simply a contemporary high school diploma and Master and Doctorate programs serve as the mechanism by which the children of working class are indentured for decades to that same system.
