  3. It's all part of the plan. Watch "The Wire" and "The Shield" . Tie the hands of law enforcement, let petty crimes run rampant, and not prosecute criminals. What happens? Law abiding citizens and businesses abandon the city. Then corrupt city officials and business developers swoop in to buy houses and prime business properties at rock bottom prices. Look to see who will profit the most from this "experiment"!
