  1. Roman bridges were built by the army. Part of your duty to the Republic as a Roman soldier was to help build public works. The soldiers were already being paid by the Roman government, it was great exercise and discipline and was part of life back then.

  2. The purpose of government is to provide goods and services to the public, regardless of cost, that the public can't otherwise build or afford. These services are paid for by taxes and as long as the public is willing to pay those taxes, the government will provide those services. The common misconception by people is that the government can create things out of thin air. The government can only provide those services at the will of the people willing to pay for them.

  3. If people are not willing to pay taxes, then riots can happen as in countries throughout history but in a modern democracy more likely those services will be cut back or eliminated.
