  1. You should see the salaries of the ones who wish too do nothing. But, of course any solution has be in someone else's back yard. Its not their problem. Until its living on your streets of course. So what are you going to do. Fines they can't pay. Jail them, then it's right back on the street again. Or a bus ticket out of town. Make it someone else's problem. While they do the same thing too you. Total madness.
