I think Windsor Castle is not the home to any member of the Royal family at the moment .If H wanted to be accommodated at the Castle then staff would have had to be transferred from other Royal residences to supply him with the services he would expect. I think his father was not prepared to inconvenience any of his staff at late notice and he made the right decision.
