I think you need to do a little more research Anthony as you have failed to mention that monies from the Royal Estates are handed over to the Exchequer and the Civil List is actually a refund to the family . When the arrangements were agreed it was intended that the Civil List payments were sufficient to cover the cost of carrying out Royal duties .The only significant payments are made to the so called Senior Royals and H & M do not qualify. I gather King Charles has used personal funds to help his younger son as he is entitled to do.
