  2.  @hilarycolls9432  I think there is an extradition treaty between the USA and UK but in the case you quote the lady who was driving claimed Diplomatic Immunity. It is possible Virginia has made a mistake assuming that Andrew is a wealthy man but it is also possible she is seeking revenge . It is a very distressing period for the Queen to live through with the mud slinging H & M plus the Maxwell verdict and then Andrew facing his legal action in the U S A .I do find it odd that a resident of Australia should be taking legal action in America but no doubt we will find out more in due course.
