I do not share your cynical view as in my opinion everyone was well intentioned and the U K / the World was desperate . Perhaps you have a poor memory and can't remember the gloomy atmosphere in the depths of the crisis.

  3. NerD X I do not think the Government was advised of the U K Covid problem until February or early March 2020. My brother was an early Covid victim in January 2020 and his Doctors were at a loss to understand what his illness was .He was fortunate to recover despite refusing to be admitted to hospital.
