  1. Of course they don't start from the beginning. You have to have a reason to videotape something. The incident house have some sort of initial escalation before people think they might need to have a video. Nobody video tapes every encounter from the beginning without any reason.

  2. Dear Mr. Richard Cranium, you've seen someone start recording in 5 seconds. I doubt it, but even if that is true that is not the norm by any means. Shithappens and then after the fact, "oh crap, I wish I had recorded that" is the much more common scenario.
