This law enforcement employee has smashed into multiple vehicles because he's trying to catch someone for a traffic ticket. You can hear him, at a minimum, scratching the cars that are too close for him to get through. He's enraged that the delivery driver is defying his authority and not pulling over. The kid probably makes minimum wage, is barely making ends meet and can't afford a traffic ticket. The blue line of thin-skinned man babies earning the hate everyday.
