  2. fact: hong kong had like 3 years of legislative elections under the veto rights of a british governor before returning to china and was never independent. go watch any old movies widely available on youtube: hong kong hates british rule. so far no side has produced any documents promising anything. it makes no sense either when the 99-year lease was about to expire.
