  1. generally third worlds prefer china for a myriad of reasons even with the higher interest rates. the west are only willing to loan for specific sectors e.g. water, renewables conservation, nothing beyond secondary education, promotion of liberal rights etc and that comes with strings attached such as imported materials, imported labor and no transfer of knowledge (everything china is willing to offer). on the flipside china is willing (and prefer out of payback risk) to fund tangible gdp-growing projects such as manufacturing, infrastructure, transport, hydroelectric etc with significantly higher local material content and local employment.
