Although I'm not fond of the idea of impregnating 16 year olds, and I'm sure Matt Walsh isn't today if he ever was, society needs to have a serious conversation about how it treats those we used to call "young adults." Youth suicide, 13 - 25, is at an all time high. "Teenage angst" is starting to extend into the early 20s and for 99% of human history, teenage angst was not a thing. Teenagers were stereotyped as happy-go-lucky, in fact. Why? Because nature wanted them to be adults, and that's how they were treated. For all of human history until K-12 was introduced, adolescence was adulthood. Pre-industrial societies like tribal societies in the Amazon still operate this way.
We need to recognize adolescence is, at best, a necessary evil. Instead, we're expanding this evil more and more. I'm passionate about this because I grew up a pampered rich kid who didn't get his first job until 23. When I met another guy with an identical upbringing, it was like a meeting of kindred spirits. We both felt the same way: our upbringing held us back, made us immature for our age, and seriously impeded our development as members of adult society.
If you treat someone as a child, they'll be a child indefinitely.

Matt may not have phrased it the best way, he was still young and new to punditry, but there are 7.1 billion people, and deep down every one of them agrees with Matt Walsh. There is nobody, I really mean nobody, who thinks having sex with a teenager that would be "consenual" if not for his/her age, is morally equivalent to sex that is forced. Nobody.
Just to show I can prove this, not that I need to:
Sex with an unconscious body is an equal crime to violent rape (some would say lesser but we'll ignore those people for simplicity's sake).
Sex with an 18 year old is not a crime.
A 15 year old boy is much closer in sapience to an 18 year old than an unconscious body.
Even animals, who are dumber than two years olds, are not understood to be abused by being allowed to be sexual active. Yet certainly anyone would argue that an animal who's pinned down and trying to get away while being raped is being abused. So that means even when dealing with a mind as primitive and uniformed as an animal's, "yes" still means something.
