If I see somebody like that, I'd avoid him at all costs. Most don't wish to be associated with that part of sub-culture.

They will tell you what you're already doing. Don't make them visible. No proper business in Japan will hire those with visible tattoos, and the customers will never wish to be served by people with visible tattoos. But it depends on social circles. If you're a bar tender with affiliations to certain organizations and live in the fringes of society...yeah it's acceptable in those circles. And tattoos for women traditionally meant they were wives/girl-friends of gangs/yakuza and were off-limits.

@biduparnadas7886 We don't place the same expectations for foreigners as most of them are not part of Japanese society, rather they're extended tourists who'll be gone in a few years. But people higher-up in the socio-economic echelon will never trust somebody with a visible tattoo. High-end restaurants, hotels, or retail stores will never hire somebody with a visible tattoo as it will make many customers uncomfortable.

Whether Russian crime organizations or Central American gangs...it has meaning. It's certainly not a fashion item. And the wrong tattoos can end your life.
