what the hell is their problem? Police want to prevent potential problems, maybe even detect undocumented people, operating within the system or even guys with a criminal record. What happens next is case depended, isn't it. This is not USA, most of Europe has stop and identify laws. The situation is nothing but normal and that creates enough of a reason for checks like that. What is important is to provide sufficient training for the offices to make that interactions as pleasant as possible.
