  8.  @stefthorman8548  nobody, literally international waters, there's a few major naval powers that roam, including the US, China, Russia, EU, UK,, Iran, Australia and so on all have large presences although only really the US, China, Russia and EU have capabilities to have multiple fleets in various oceans and seas as power projection.
