Also black rock is just an investment firm, many construction companies that either black rock or vanguard have stock in or any of the other numerous investment firms that has stocks will have involvement Brussels and Washington call the shots as far as financing is concerned, zelensky calls the shots in Ukraine, and has to do what Brussels and Washington say if he wants funding to continue
