JFK (D) was the first major mover in deinstitutionalization - Community Mental Health Act of 1963. In fact, Regan was likely inspired to close California's mental health wards for this very reason; as Governor, he sent their money into community efforts; much like JFK, and ironically, much like Carter tried to do in the MHSA of 1980 (which was gutted when Regan signed the Omnibus Budget Reconciliation Act of 1981.) But what you absolute scopsucklers seem to not realize is this: all of these things were bi-partisan. The OBRA of 1981 was passed by a Democrat-controlled House before it ever hit ol' Ron's desk.

@laura121684 They actually are. The only difference is you ascribe a moral definition to the words which doesn't actually exist. They are synonymous terms, and trying to semantically separate them is nothing more than an attempt for you to not feel bad about putting people in them.
